  Their free pw-free-online.exe download works,
  with UI like Windows' Disk Management,
  and can remove e.g. all GPT partitions.

  Partition Wizard Free can expand data partitions
  into space freed.

  Alternatively, one can use
  Windows' diskpart command line utility.
