perhaps exacerbated by unknown misconfiguration or bugs.
Fluctuations in these R7 HWiNFO64 graphs (left) mostly result from toggling videos between play and pause:
Notes:
Aurora R7 CPU usage swings ( > 30% ) are from pausing and playing videos;
DD502 (right) i5-13600K CPU utility pause/play swings were trivial;  ~10% swings are video launches
R7 CPU package temp swings nearly match core max;  Antec CPU temp swings << core max
Antec needs heavier loads to exercise thermals

Win 11 installed

Windows 11 decided that it could install on Antec with neither BIOS change nor agreement by me.
HWiNFO64 during download and installation:
enabling TPM in BIOS SETTINGS -> Security -> Trusted Computing -> TPM Device Selection -> [fTPM 2.0] for software TPM
